What is going on with my UPS shipment? Confused by tracking :-(?

The city of Portage is about 20 miles away from me... Why does it say electronic shipping information received? Doesn't it normally say that when a package is shipped initially? Also isn't it manifested from the start? Postage paid? Wasn't the postage paid from the start? What is going on? I need my computer part -_-

1. No, they haven't even put it in the mail yet. All of this is electronic shipping info being transferred from one computer to another while your actual package is sitting on a table somewhere waiting to be picked up.
