web based remote Electricity Control and Monitoring System?

We are trying to develop a system by which one can remotely access its electrical appliances. And for this i m planing to develop web application( JSP ) and desktop application ( JAVA ). And for testing a small hardware with 4 led light, I need help for designing the algorithm as i am not able to find on net,
