USPS vs UPS vs UPS Mail Innovations?

I received a package via USPS today which was sent and tracked via UPS Mail Innovations. What is that? Is it some kind of partnership between UPS and USPS?

1. UPS Mail Innovations is a type of shipping method. UPS picks up the package and drops it off to one of their facilities where possession is then taken by USPS to make the delivery. It's a cost-effective way for shippers to mail small packages. And this service is only for businesses. So a one-time shipper can't request it.
