can i dye light brown hair blonde at home?

im planning on dying the top half of my hair blonde, and leaving the bottom half the natural color, which is a light brown color. would i be able to dye it blonde without actually bleaching it? could i use the loreal frost and design highlighting kit in champagne to dye it? and if not, then do you have any other suggestions? thanks.
