I want a site that can design, a design, for my website?

I have a Miley Cyrus Fan site. and I wanna turn it into a professional website. A 3D fan site. Unique and fun. Of course i want all my memebers to still be able to sign into there accounts. I have Like 30,000 members on my site. Yeah a 3D or Flash website professionaly designed. I want it to show how many members are online with a light bulb next to their usernames. Just like on www.MileyWorld.com I want a page with updated pictures, a page with videos, a chatroom page. My chat room is a Xat chat, it's a flash chat room xat chat. www.xat.com I also want pages with fun games like games that'd You find on The Hannah Montana section on www.DisneyChannel.com I also want a page to show the website rules and chatroom rules. You know just get really creative with the fan site. I used wetpaint, to create my website. http://www.wetpaintcentral.com/ thats there website. I don't have a prenium URL but my sites still cool. I Just want a website, that can design this for my website. And I also need to figure out how to add the new design too my website|: But Yeah, If You guys could list some website that can design the kind of design that i'm looking for that would be awesome. Also how much do You think this would cost? And also if You have any other advice or anything that You wanna say please share =) No Rude Comments please.
