what are the best innovations in teaching elementary pupils?

A school with little resources have 10% Non-readers and Non-Numerates. What are the innovations that can be use to facilitate a better learning.

Comedian's answer: Examine their eye pupils. 2. teach the vowel letter E first perhaps, since about 1/3 of the alphabet contains that sound 3. teach the consonant letter S first perhaps, since "shuh" etc is so much needed. 4. teach the word "see" first ...
