what are the best innovations in teaching elementary pupils?

A school with little resources have 10% Non-readers and Non-Numerates. What are the innovations that can be use to facilitate a better learning.

Comedian's answer: Examine their eye pupils. 2. teach the vowel letter E first perhaps, since about 1/3 of the alphabet contains that sound 3. teach the consonant letter S first perhaps, since "shuh" etc is so much needed. 4. teach the word "see" first ... Hope for an accidental mistake miracle by seeing if anyone knows the number 41. [ 4 fingers, 1 thumb ] . See also if anyone notices different lengths of fingers [ fractions and ballpark guestimates, aka "number sense" ]. 4+1 = 5. 5 + 5 = 10. So "10 fingers and toes" makes sense. Let them watch oldster Sherlock Holmes movies "elementary my dear Watson" and feel proud.
