Is there a law requiring bathrooms to have private stalls?

I know there are health reasons to have bathrooms, but is it legally required that they be separate rooms with private stalls? Would something less "private" still be legal?

1. I am not sure, but I have been in multiple restrooms which did not have stalls, so I assume there is no law. The toilets were right next to the urinals with barriers no where to be found.
