My mother's emploer refuses to fix bathrooms and clean work stations. What can she do?

my mother has been working with her employer for the past 10 years. She has been complaining abut not having working bathrooms, no heat when its cold, no air conditioning when its hot, rodents have also been seen in the work stations, and now they are being forced to work third shift without asking them if they are willing to trade shift with anyone else. She has been told that if she doesnt work third shif she will be dismissed. What can we do? Where should we turn to.
