Do non-degree Certificates make a difference in your resume?

I'm interested in accessory design and writing so i figured i'll take a few courses and get a certificate from FIT and Parsons. I'm getting my Liberal Arts Associates this winter and plan on majoring in english and art. I'm 24 and finally know what i want to pursue in life and somehow i have this urgency and feeling my time is running out. This is why i'm taking these courses( to earn a certificate) to better my chances in advancing, example:promotion at work and writing gig. With this said, can i really advance with just a certificate in creative writing and graphic design? Pls help. Any advice will help.

  1. Go out to the online job broads and do some research. Yahoo Hot Jobs will work. Search on what jobs your going to apply these certs for. I know in my IT world certs are used as 'extras' to a degree. It allows for more specialization. Anyway see how employers are using these certificates in their job postings. Are they standalone or matched to a degree?
