Who pays for home renovations on HGTV?

Like on this show "spice up my kitchen" and others like that. Does hgtv fund this, or the homeowners?

1. I am pretty sure the home owners fund it on most of the shows..it always talks about how much the homeowners budgets are and what not!
2. you can find the show criteria on hgtv.com Some shows, they require you haev a certain size budgets (25-40k) for a remodel. Some shows you only have to have 1,000-2,000. Some shows like deserving design is what you win and not pay for. I would never let one of those fools in my home.
