What would cause my kitchen faucet to have a large sound and flow of water stop when turned on?

Hot or cold water, when the handle is turned on, there is a loud studdering noise and the water will stop, I may have to turn on and off a few times to get it to go. Some time back seen a show on HGTV about repairs and it showed about this but I have no idea what it is. It has progressed and now I need to fix it, we try to handle repairs ourselves so if anyone can help me please do.

1. I would look first at the aerator on the end of the spout. They can become cloged with lime and other materials. They can be cleaned or just replace with new. (about$2) If that's not the problem, try this website------ http://www.thisoldhouse.com/toh/
2. It could be the aerator if you have a faucet wit an optional sprayer it could be the diveter as well
