What is it called when breakthrough inventions are not released because of economic instability?

Say there is a new innovation way ahead of our time. What is it called when that innovation is unreleased to the general public because it would cause an unstable environment? Like if a time machine was invented, they would not be selling it right after, they would wait a few dozen years and slowly draw it out to set up for it. I learned the word in economics, but I forgot what it was
