How do I help cultivate true innovation in a company?

How do I help cultivate true innovation in a company too afraid to take the next bold move for fear of tarnishing its past successes? Every new idea seem to be challenged with skeptism and quickly gets brushed aside or killed before they are allowed to mature. Innovation seem to be a "build-up" process while the company operates on an "elimination" mode.

1. You need to start your own company or move to one with a more conducive culture. YOu can try and fight it, but if you lobby for something and it goes wrong, then you will catch more flack than at a place with a culture of innovation
2. "elimination mode" could be subject due to your involvement. Look at forecasting future benchmarks, adhering to them, and getting others interested in the companies future
