Why would anyone argue/battle new innovations?

After hurricane Katrina destroyed over 217,000 buildings and caused the levees to breach, damaging an additional +/- 100,000 buildings, you'd think that more people would be interested in a building frame reinforcing improvement that can prevent building collapses and destruction in hurricanes, tornados, earthquakes, explosions, fires, and floods! These disasters dig into all of our pockets, whether we were in the disaster's path or not. They cause emotional distress, negative economics for years, and lower the credit scores of those affected by the disaster. As the only common occurrance to properties slammed in all disasters is that building and structure frames fail, when a new frame reinforcing system is developed and announced, why is there negative feedback about the discovery, and not the problem that the discovery resolves?
