Should developers of new technology be required to have their innovations screened before they are developed?

1. absolutely NOT that will kill all innovation
2. Most and legal innovations are always screened before develop because major developments requires big investment
3. No. Who's to say the screeners are "All Knowledgeable" when it comes to new technology.
4. How many of the great conviences we enjoy today would have failed the screening process. The first car that could go faster than 20 MPH would have been deemed a safety hazard and a menace to society.
5. I am sure they are screened before they are developed. It takes a lot of time, human resources and money to develop technology.

7. By the people they asking to invest capitol in their new technology? Absolutely. By the government? Hell no. The government couldn't innovate their way out of a wet paper bag. Believe me, I work for the government, it is almost disheartening the amount of times I hear "but we have always done it this way" or "We have never done it that way"
