Should new technology be required to have their innovations screened before they are developed?

1. Why? That is what patents are for.
2. IEEE has been doing this since before ATX came out in the early 90s.
3. There are laws and restrictions against developing certain technology that could be hazardous. For instance, you don't want someone breeding a stronger, more aggressive rattlesnake or a making biological weapons in their basement. But if someone wants to make a more chip resistant paint or a better camera lens, then absolutely not. That's innovation and capitalism. And both of these are very good things.
