Should new technology be required to have their innovations screened before they are developed?

- Why? That is what patents are for.
- IEEE has been doing this since before ATX came out in the early 90s.
- There are laws and restrictions against developing certain technology that could be hazardous. For instance, you don't want someone breeding a stronger, more aggressive rattlesnake or a making biological weapons in their basement. But if someone wants to make a more chip resistant paint or a better camera lens, then absolutely not. That's innovation and capitalism. And both of these are very good things.
